Since Z2k8 was rolled out, I can no longer upload photos.  Every photo I try
to upload returns the error "Photo too small, please keep our photo manifest
in mind!"  All of the photos I've tested this with are larger than
2000x3000 pixels, and all but one are bigger than 3000kb.

I have the same error with debian SID, epiphany and flash 9.0.115.0

I just remembered there was a non-flash uploader, and I tried testing it
there.  It does work, but having to use that is a huge pain.

Same problem on Gentoo Linux with Firefox 2.0.0.12 and Flash 9.0.124.0.

Actually, during the upload process, Firefox uses 100% CPU and is not accessible at all during that time. Only when one image upload is finished, the status bar is shown for a moment, then the error message appears. Maybe these issues are related?

Hm, what I posted ealier was not quite correct: Firefox in fact locks up, but the CPU usage is not unusually high. The problem still occurs with Flash 10 Beta 20080515, by the way.

I have the same error. Gentoo Linux, Firefox 3.0, Shockwave Flash 9.0 r124.
